
Joaquín Acuña was Chief Legal Advisor to the Argentine Secretariat of Communications (1999-2001). In such capacity he advised the Secretary of Communications in the creation of a new legal regime for the national telecommunications sector in Argentina. He also served as member of Argentina’s Regulatory Committee for the Liberalization of Telecommunications Services. On behalf of the Argentine government, he prepared new licensing, network interconnection, universal service and spectrum administration regulations for the telecommunications industry in Argentina. He has assisted CTI, a Verizon subsidiary and one of the largest mobile operators in Latin America, in the negotiation and completion of secured loans with foreign institutions; equipment vendor supply, financing and licensing agreements with various third parties.
Mr. Acuña obtained his law degree at the School of Law of the National University of Cordoba. He obtained an MBA in International Management at the University of London, London, UK. He worked as Foreign Associate in the Technology and Transactions Practice Group at Morrison & Foerster LLP in San Francisco, USA (2001-2003). Mr. Acuña has lectured on Argentine business legal matters at several academic and professional institutions in the USA and throughout Latin America and he has published articles on business legal issues in US and French journals, including the Latin American Law and Business Report (USA) and the Strategies and Communications Journal (France).
