Dr. Julio A. Kelly is a Senior Partner in the Litigation and Regulatory Matters Groups. Dr. Kelly has extensive experience on regulatory matters and complex litigation. He is often consulted and retained as outside counsel on complex litigation by senior partners from the other prominent Buenos Aires firms. He has been working on major transactions with Dr. Cabanellas during the last three decades.
He obtained his law degree at the University of Buenos Aires Law School (1973). He received a Master of Comparative Law (1976) and Juridical Science Doctor (1982) degree at the University of Illinois and was a visiting researcher at Harvard Law School (1984 -1985).
He served as member of the Board of Settlement of Lawsuits against the Republic of Argentina. He advised the Ministry of Finance in the re-negotiation of Argentina’s foreign debt and in the drafting of the Argentine foreign debt-to-equity swap regime in the 1980s. Dr. Kelly was retained by the World Bank to advise the Argentine government in the drafting of proposed legislation to amend the secured transactions and bankruptcy legislation. He teaches regularly in the U.S. and has authored several books and specialized law articles.
